Greetings! I urge all Trade Union Members to recognize your civic rights, responsibilities and duties as workers to also lobby your MP's on this urgent and important matter that has a direct concern on our federally regulated workplace.

URGENT: Bill C-263 will go to a vote in the House of Commons on April 7, 2005

The Public Service Alliance of Canada, in partnership with the Canadian Labour Congress, is stepping up its campaign in support of Bill C-263, an amendment to the Canada Labour Code that would make it illegal for employers to hire replacement workers during strikes or lock-outs in federally regulated undertakings. This includes the banking sector, transportation, communications and all workplaces north of the Sixtieth parallel, other than Territorial and Federal governments.


On April 7, 2005, this bill will come before the House of Commons for a final vote. This means that we are only a few days away from obtaining one of the most important improvements in labour legislation in recent labour history. This amendment was lost by a very slim margin the last time it was introduced, so it is realistic to think that it might pass this time, if we get everyone we know to send a fax, email or letter to our MPs on this issue.

Anti-scab Bill Receives Second Reading

Members of Parliament have voted in support of the second reading of Bill C-257, legislation that would make it illegal for employers in the federal sector to hire replacement workers while their own employees are locked out or on strike. Such legislation is already in place in British Columbia and Québec.

Canadians who work under the federal labour code are now one step closer to the fairness and balance that exist in labour relations in Québec and in British Columbia. The Bill must now proceed to the third reading, pass through the Senate and following that, receive royal assent.

CAW local union leaders joined with other Canadian Labour Congress unions for an intense lobby of MPs in the days leading up to the vote. The second reading vote tally was 167 in favour and 101 opposed.

Statistics show that this legislation will help create more tranquil labour relations in the federal jurisdiction, including a significant drop in the statistics for work days lost due to strike or lockout. The use of replacement workers prolongs disputes and has often provided the flashpoint for violence or injury on picket lines.

Workers who are covered by the federal labour code typically work in the transportation, financial, federal government, postal & courier, communications and nuclear sectors.



CAW Local 2002 Takes Part

Caroline Lavoie, VP Central Region, Marcel Rondeau, and Sandra Cormier, VP Eastern Region participated in the Ottawa lobby, representing airline workers from Local 2002.

“We want to thank all of our members who took action and sent an email to their MP, or called them personally” says Caroline Lavoie. “It is clear that your efforts made a difference!”

A full report will soon be available detailing which MPs supported working people in their communities and in Canada, and which MPs did not.

And for the sceptics that wonder and ask, do online campaigns work?

I get asked this question all the time. And I have to answer in two ways:

First, online campaigns are no substitute for traditional trade union
campaigns. Strikes, picket lines, occupations, boycotts and buy-union
campaigns are still highly effective. But online campaigns add one more
powerful weapon to labour's arsenal.

Second, hell yes they work!

Anti-scab Bill Receives Second Reading






















On Oct 25, 2006, Members of Parliament voted in support of the 2nd reading of Bill C-257, legislation that would make it illegal for employers in the federal sector to hire replacement workers while their own employees are locked out or on strike. Workers who are covered by the federal labour code typically work in the transportation, financial, federal government, postal & courier, communications and nuclear sectors. The Bill must now proceed to the third reading, pass through the Senate and following that, receive royal assent.

The second reading vote tally was 167 in favour and 101 opposed. Please note that we had the full support of the Bloc, the NDP, a majority of Liberals (though not all) and even 21 Conservatives!

Clearly, the calls and emails our members sent over the last few weeks made a difference!

It is extremely important for our members to continue calling and emailing their MPs. Momentum on this issue is strong and must be maintained. Attached you’ll find a complete record, by region, of how MPs voted. We urge you to check and see how your MP voted.

If they voted YES, please contact them and thank them for their support. Remind them Bill C-257 will return for 3rd reading and they should continue to support this important legislation.

If they voted NO, ask them “WHY?” Put the ball in their court and let them explain to you why they didn’t support you or workers in their communities and in Canada. Take note of their concerns and email them to: C257@caw2002tca.ca. Tell them someone will get back to them to follow up on your behalf. Bill C-257 is good for working people. Supporting it is the right thing to do. Remind them it will return for 3rd reading and it’s not too late to be on the right side of this issue.

We know that MPs will listen to their constituents. We also know that the companies such as Air Canada, Canadian Airports Council and NAV Canada are lobbying them already.

This issue affects you. Most of our local is federally regulated. Once this legislation is in place federally, we can push the provincial governments to follow suit. The company shouldn’t be training replacement workers when you’re still at the bargaining table! There should be a fair and balanced playing field between labour and management.

Make your voice heard! Take action! Call your MP today!

I believe it is Bill C-257 that passed second reading. WE must continue the fight, everybody should check how their MP voted and confront them if they voted against!!

In the previous Parliament (38th) it was Bill C-263, but re-born in this session (39th), it is now C-257 as the fight is not over.

Anti-Scab Legislation Needs Your Help!












As the count-down to the upcoming vote 21/MAR approaches with Negotes 2009 in mind, I urge my fellow trade unionist to heed the call and contact their MP.

While one can recognize the steady pressures the neo-conservative right-wing has mounted with their allies in the corporate BIG business constituency, the question we must ask ourselves regarding their loud protest. If this is a such a red herring and unnecessary, then how can it also be so pro-labour and anti-business? If their claim that it will do nothing to advance common-sense interest, then why object to it so vehemently, even as it gained public and political support?

Middle-Class Working Folk need to take action now to ensure our bread is buttered on the "right" side (so to speak) so our voices and interest are heard and rights enshrined.
